How do I prevent images from snapping?

We recently brought on a new designer; he started off with Windows 11 and FM 17, I'm still on Windows 10 and FM 16 (soon to upgrade). I had the new designer save as FM 2020 format so I can also work on the files, but now when I'm trying to resize images within picture frames they snap big-time (like to the point of exceeding the edges of the picture frames). So no dragging corners to exactly the size I want, it just pulls to whatever snap point it's looking for. How do I turn this off so I can resize to exactly the size I want?
