How to control how inline images affect text leading?

How can you import an image in the middle of a text line without forcing wider leading? We want to standardize the height of the image at a point where it fits but doesn't affect the leading. Currently the inline images seem to affect the leading before they reach the height of the text. We are using FrameMaker 2017, version 14.0.3.500.

You need to use the Paragraph Designer for the paragraph tag to specify that the line spacing is to be "Fixed" (a checkbox).
