LMS Publishing Formats

Does FrameMaker allow you to publish to an LMS format, specifcally common cartridge or in a format from which I can create a CC package?

I know that you can publish as PDF, XML, and HTML, does anyone know if you can create CC packages using those files?

I am still wondering that why would someone wants to upload a tech document on LMS?

most the LMS are SCORM,AICC or CC compliant so if there would be any conversion possible,would be from SCORM to CC or any other LMS Compliance to CC.

LMS is mostly used to do reporting and Stuff,i searched on google and could not find any converter that converts PDF,HTML or XML to CC as its  probably not possible.

Basically we create science lab manuals using Microsoft Publisher which we then send to a company in India that converts them to CC's which they send back to us and we send to our clients that can upload them to different LMS platforms. This way a client can upload and use whatever labs they would like.

We would like to do the whole process in house and FrameMaker seems like a better program to do our lab manuals in but I want to be able to go from FrameMaker to a CC package.

A Framemaker file can be uploaded to Microsoft Sharepoint .LMS compatibilty is still not a part of Framemaker as its DITA compliant and not SCORM or CC compliant.

There might be a third party plug-in that i was not able to find when i searched online.
