When we migrated our environment to a new PC, we installed the latest version of FrameMaker 2022.
I followed the steps in the following URL to set up the MIF Wash Utility.

Every time I start FrameMaker, I get the following error message
Unable to initialize the API client “C:\Program Files\Adobe\Adobe FrameMaker 2022\fminit\BookComponentMIFWash.dll”.
I have been able to use the MIF Wash Utility without any problems with FrameMaker 2022, which is an update from FrameMaker 2019, which I have been using.
Please let me know if there is a solution to this problem.

It's probably because Adobe did not recompile the DLL for FM2022 update 4, which broke all plugins:
If that's the case, you would need Adobe to make a new build. I guess that is not on their to-do checklist while breaking things.

You can also install FM 17.0.3, which still supports plugins and scripting.
