Hi,
I do not have FrameMaker here on this laptop. So everything from memory.
Go to the master page view.
Insert the PDF not in the header/footer text frames or in the main text frame, but on the white area outside of any text frame. Then position the graphics file, so that it covers the whole page. You can use the object properties to adjust the position. Or use the mouse.
Best regards, Winfried

I do not have access to FrameMasker until next week. Therefore I cannot give you all details.
In the View menu with one of the last options in this list you can switch to the master page view.
Usually there is a main text frame which has a tag like A, B, C. When you switch to the body page view (after you have added your background PDF), you will type your content into this text frame.
Most often small background text frames for the header and the footer. In these text frames you can enter text only on the master page.
Click somewhere outside of any text frame in the page margin and click File > Import > File. Select your background PDF and click OK.
