Which version of FM and exactly what is "ineffective", i.e. does it work at all?

FM 12. When the Table Continuation variable is set (I.e. table longer than 1 page) there is no way, using the Custom Ruling and Shading, to set the bottom line to other than “None”. Most of the time this may be OK, but for Maintenance Allocation Chart (MAC) Tables, each page should have a solid line at the bottom of the table. (Ref MIL-STD 40051-2B)

I am not really worried about this – but I’d like to understand it.
