I have a FrameMaker 2019 document where some TOC links produced in the PDF go to a different page number than they are supposed to.
Anyone have ideas?

Hi,
I would assume that you did not update the book, before you published the PDF. Or does this happen regularly with other books as well?
You can always test the links in FrameMaker: Press CTRL+ALT and hover withe mouse across a TOC entry and click. This jumps to the target of this hyperlink. Works also with cross-references.

This is what I have done:
Update the book
Update the references
Deleted the TOC and created a new one from scratch
Deleted then reconstructed one of the offending paragraph styles
Deleted then reconstructed the book file
I can't think of much else to do.
I don't recall this happening before
CTL+ALT in the Frame TOC takes me to the right spot. PDF does not.
Pretty bizarre.

This is odd...
Are you using the Publish panel to produce the PDF, and selecting Create Tagged PDF from the General options?
Using one of the standard presets?

To which paragraphs do the TOC links point to? Are this adjacent to the original paragraphs or is this just random somewhere in the document? Is there any schema?
Could it be that you have some sort of font replacement during printing and your files repaginate?
What happens, when you open all your files before updating and creating the PDF?
