Crazdobe,
Your description leaves some questions open: FM version, structured vs. format-based, method how the PDF is created, ...
Assuming you have the TOC as a generated component in your book (those have another icon than standard chapter documents), you can right-click it and find a menu command "Set Up Table of Contents". Select it and make sure that the settings are as intended and "Create Hypertext Links" in the lower left corner is selected.

I made a mistake in opening the book file.I opened only the .fm file from the book and edited that file, then found TOC not working,So TOC again generated and attached to the Book and found solution.
I'm using Framemaker9 and new to this field. Is there any option to auto update TOC as the
contents changes.

With the book active, use the Add command to add a TOC to the book. This TOC will automatically update whenever you update the book (unless you change some default settings).
Check then online help: http://help.adobe.com/en_US/FrameMaker/9.0/Using/WSd817046a44e105e21e63e3d11ab7f7561e-7fd1.html

Apologies for reviving this old thread, but the above quote is from the final response, and went unanswered.
I'm curious as to whether or not Frame can do this. The FluidView feature seems to be close, but apparently what it really does is just create pages 200 inches long.
