As of this morning, I am unable to launch FrameMaker 2019. It is stuck trying to validate my license. I am logged in, and as confirmed with both my company and Adobe support, I have a valid license for it. I have opened a ticket with support and provided logs. However this error is now occuring to other users at my company. Is there a server problem on Adobe's end? Did the licensing change? I also use FrameMaker 2020 and that opens fine. They were both covered under the same license, did those terms change?
Has anyone else encountered this problem?

There must be a problem on Adobe's side:
At about 10.30 I could run FM-12 and FM-14 on Windows 11.
But now (10:16), none of FM-11 ... FM-14 start on this system. They stall in in the 'step' Password. FM-15 does not run at all on Win 11. FM-16 and 17 (2022) start and work well.
Yes, I know, that Adobe never said that any FM below 16 (2020) is certified for Win-11. Nevertheless FM-8, 11-14 worked well until now.
[2023-06-29 10:24] I just fired up my W10 machine and tested: FM-11 … 15 start and work well.

2023-06-29 16:49 - testing on Win11:
FM-11, 12, 13, 14 start and work well again.
â–º so something in the backjards has been fixed.

You've talked to the FM folk? (not the regular Adobe Support - they don't know a lot about FM). See https://helpx.adobe.com/contact/enterprise-support.other.html#framemaker for your Adobe Support options. I'd recommend using the tcssup@adobe.com e-mail address as it reaches a team dedicated to Technical Communication Suite products including FrameMaker.

Another thought - has something changed in your corporate environment? Maybe IT has closed up some ports that FM was relying on being open.
