Using a paragraph style (not chapnum) to number my chapters

I have the building block to to increment in each "chapter". But I need to move the chapters around. 

My first chapter block is S:<n=1>.<0>< =0>\t, and the next is S:<n=2>.<0>< =0>\t and so on.

I am using 1 Heading style instead of a chapter style. Any way to automate it so I do not have to change the "n=?" numbering manually for each file?

Perhaps put some invisible content in a front matter file (e.g. ToC), that sets S:<n=1>, then use n+ for all actual chapters.
