I am making double sided books, but it has foldouts that are one sided. I want be able to include in the footer the following notation "8-7 (8-8 blank)" and have the "7" and the "8" be auto numbered. How can I do this?

If you are creating over-sized fold-outs in a FM book, then these specific pages must always be in their own separate files, as FM only allows a single page-size per file.
If this is the case, then every over-sized page will need to be double sided. You can then create a cross-ref from the first page to the second page to draw the page number from there.
The trick is to make any text on the second page text "invisible". The easiest way to do this is to create a custom colour (it can be plain old black, but just give it a unique name, such as myInvisibleColour). Then use FM's colour views (Views > Color > Views...) to set the characteristics for this custom colour. My recommendation would to be make it "Invisible" in view 1 and set it to "Normal" (i.e. visible) in view 6.
Then to toggle between seeing it and not, use the short cuts <esc> v v 1 or <esc> v v 6 (or manually toggle this through the menu options)/
You can't see it, but FM always will. This is a good way to hide content on output, yet have it available for cross-references and such. Note: it behaves differently from conditional text in that the space taken up by the invisible objects always remains as it was. It just disappears from view (on screen and in print/pdf too).
