I'm trying to create a new character tag in the designer but when I click the down arrow next to Commands, I don't get the COMMAND box that allows me to select New Format. Is this a bug or is there something else I need to do get it to respond? I'm able to add a new paragraph tag with no problem. I exited out of FrameMaker and restarted but that didn't seem to help. Thanks

... create a new character tag in the designer ...
As always, what:
version of Frame,
operating system (32- or 64-bits),
and in this case: Classic or Structured Frame UI?
In unstructured Frame, just typing in/over a new name in the
Character Tag: box presumes you want to auto-create a
new format, and then provides options for Catalog and Apply.
Structured Frame might well restrict this based on the rules
imposed by your document architect.
_______
I don't think I've ever used the Commands menu to create a format.

This is Frame 9, 32 bit, unstructured. I ended up doing what I guess you usually do, typing a new name in the Character Tag field of the designer and clicking Apply. I've never done it that way. Normally I would click the down arrow next to Commands but it hasn't been working for me lately. Thanks for helping error7103

Glad to hear that it worked; however ...

Even after exiting Frame and re-starting?
I see dialogs go bonkers occasionally on FM7.1/Solaris/SPARC, and when I do (if I don't also lose total control of Frame), I save my work and re-start Frame, because I know its internal data structures have been corrupted, and a crash is just a matter of time and keystrokes.
If you are seeing this after restart, and after reboot, something else may be afoot, and is likely not your friend.

Bedford, so you're saying that when you click on the down arrow next to Commands, the "COMMANDS" list box doesn't pop up?
What specific version of FM9, as shown in Help > About? What O/S and service pack?
Have you tried rebooting your system?

Sheila,
I'm using Version 9.0p230. Windows OS.
Yes, the COMMANDS pop up does not pop up!
Yes, I rebooted but I had the same problem. I ended up entering a new name directly in the Character tag field from the Designer and was able to create it that way. Thanks

I would update to p255 first & then see if it still happens.
