This has been driving me bananas today. Save as PDF with Crop, add the bleed, and only sometimes the artwork past the crop marks does not show up in PDF.
I have tried several different ways to set up my bleed, and nothing seems to work 100%. Sometimes it does, which is funky.
It is not a new user error; I have been doing this for 20 years. I never had a problem before. Is there something new with a recent update that I am missing? Is anyone else having the same issue?

Can you show us what you mean? Screenshot? You want the artwork past the crop marks..? Surely you are just adding bleed and the artwork is at whatever you set that to..?

Sorry to hear about this experience. Kindly try resetting Illustrator's preferences by following the steps shared in this article (https://helpx.adobe.com/illustrator/using/setting-preferences.html) and sharing your observations.
Disclaimer: Please note that resetting preferences will remove all custom settings, and Illustrator will launch with the defaults. You may take a backup of these settings from the location mentioned in the article.
