All Apps Crashing

Can somebody please help with this. I have tried all conceivable methods but nothing works. I have tried all the typical solutions of uninstall/reinstall, clean tool, check for updates, sign out & in, clearing cache's, switching driver versions etc. however there's always one app that crashes whether on startup or shortly after launching. At the moment it's illustrator (but who knows what it will be next)

 

I got a new computer last year, went all out (RTX 4090, intel i9 12900ks, 32GB 5600MHz RAM) so specs are not the issue.
