you're applying photoshop effects to jpeg images in illustrator? why not just use photoshop?

Maybe your file is too large?
Try to use normal Illustrator file and then Plase (embeded) your JPEG file - it should works

Why are you using the .jpg format. is not sensible to use a lossy compression format, you have less control over the quality of your final image. Try using .psd.

I looked closer at your screenshot, is this supposed to be in the Illustrator forum, looks like you are in Photoshop as I do not see .ai in the filename. Maybe you are opening .jpgs in Illustrator and trying to run these effects in Illustrator on a huge oversized .jpg image.
Are you designing for print or for web? Something is not adding up as you have a huge image in RGB mode, by the looks of your canvas size. Try reserving the .jpg as .psd to the correct size resolution you need and place in a .ai file.
But as the Doug said you should do these effects in Photoshop.

экспортируйте в фотошоп . в фотошопе продублируйте слой , продублированный закройте на время и работайте на фоне -фильтры -акварель потом нажмите ok. вернитесь к слоям и откройте дублированный слой , при необходимости можете уменьшить непрозрачность , поменять режим наложения . а можно ластиком с небольшой непрозрачностью слегка протереть некоторые места . при необходимости на фоновом слое можно добавлять урони и кривые но при этом переодически отключать дублированный слой -это не расширяет файла , чем меньше слоёв тем лучше . По достижении желаемого эффекта

Here's the problem:
You're opening a JPG File with Illustrator.
Wrong workflow my friend.
However, you CAN place your JPG into a new Illustrator document and the apply the effect that you want...
But is better to use PHOTOSHOP for this task.
