Can't constrain a path while dragging with the direct select tool?

Seems like in the past month or so, if I want to drag a point on a line and have it be constrained to 0° or 90°, the point will not move while holding the shift key. If I let go of the shift key, it will go where ever I want but not constrained to straight up down or across. What is going on? I've searched but haven't found anything similar.

Not sure I know how to globally turn them off. I see options in the Preferences, but not "on" or "off". I turned off alignment guide and it had the same problem.Screen Shot 2018-02-05 at 4.36.32 PM.png

You can solve that by removing snaps commands from View> Snap to grid or other snaps that active.
