Color palette vs. Swatches palette - ai 2017

Just moved to ai 2017 and I'm noticing whenever I click on the stroke or fill on the tools palette, it switches to the color palette rather than swatches palette.  I closed the color palette and left the swatches palette open (which is what I need), but when I click on stroke or fill, that color palette pops right back open.  Is there any way to stop that from happening?  I have to use certain colors and don't want to have to click out of the color palette to the swatches palette constantly.

Using Windows 10...

As far as I can check (AI CS4, CS6 , CC2015 and 2017), this has always been the behaviour.

Instead of clicking on the Fill or Stroke in The Tools panel, click on the Fill or Stroke icon in the Swatches panel.

You were right - it actually was doing the same thing as the last version (opening the color palette), but I had my palettes stacked a different way in the old version, so I didn't notice it.  You saved me a lot of time!  Thanks for your answer.

Wow, thanks for much for that answer.  This has been irritating me for so long now - I never thought to just use the fill/stroke in the swatches panel.  Like Graphic Squirrel, I was pretty upset that the color tool just kept popping up and overlaying my artwork so I would have to turn it off, over and over and .....thanks for solving this for all of us!
