I have 600 unique QR code stickers that need to be resized, to 1" by 1", the artboard resized to fit, and exported as PDF with marks and bleed to be cut. I figured out most of this but I can't get the artboard to cooperate. Is this a scripting task?
The Fit to Selected Art command can be called by using the Insert Menu Item command in the Actions palette flyout menu.

It depends. Are you talking about 600 separate Illustrator files? Or are all stickers in one Illustrator document with 600 artboards?
Also, can you share the action you created so far?

They are 600 pngs that import extremely small (.139in x .139in) and for some reason default to a very large artboard (26.67in x 15in)

I'm afraid you still have to clarify a bit.
You've got 600 .png files and you place them in one Illustrator document? Or you place each of them in separate Illustrator documents?
Sorry for my possible thick-wittedness, but I'm still not sure what you are looking for.

No worries, I have 600 (.139in x .139 in) png images of unique QR codes that need to be converted to PDF files and resized to 1in x 1in and the artboard resized to match its size. These all need to be individual files and retain their numeric file name. The actions I need to take take are:
1. Open image
2. select image
3. resize to 1in x 1in
4. resize artboard to selected art
5. export as pdf with print settings
6. save as illustrator file.
So far I have been unsuccessful to create an action that allows me to resize the artboard. I even tried to create a custom hotkey
Object>Artboards>Fit to Selected Art

Oh jeez, thank you. I tried this earlier but it didn't work but I just tried agian and it was successful.

This is the sequence to resize the image but I can't select the art board. I also tried adding a menu item and selecting "fit to selected art" in the "objects" menu but it wouldn't appear in the action que.

There is a keyboard shortcut for this too, you just have to assign a key. In case you haven't already stumbled upon it.
Edit>Keyboard Shortcuts>Menu Commands>Object>Artboards - Fit to Selected Art (assign key.)

Thats a great idea...unfortunately I still wasn't able to add it to the "action" que for some reason. It just wont register the keystroke. Not sure why.
