Creating Templates Problem

When I try and create a Template file this is the dialog I get.

Where can I access "Privileges" so I can create Templates?

I was able to make Templates in Illustrator Versions prior to CC 18.

you cannot save the ait in the same folder as the ai templates. Save to a different folder

You can, if you have access privileges. The default folder should be Applications\Adobe\Adobe Illustrator CC 2019\Cool Extras\en_GB\Templates\Blank Templates. Obviously you don't need to use that folder, but do you have read/write access to it?

ah, I just save to a "myOwnTemplates" folder... good to know
