Hi,
When I start with no open files in Illustrator and then click File - Open - a jpeg file on my computer, is an artboard also created? If not, should I create one before opening up the jpeg? Thanks in advance.

No it doesn't (actually it does based on the last created document), but you can create one the size of the jpeg by selecting the image and choose Object > Artboards > Fit to Selected Art.
But it may not be a good idea to open a jpeg. The color mode will be determined by the jpeg as well as the color profile.
Better is to create a new document based on an RGB or CMYK preset, place the jpeg and if necessary adjust the artboard to the size of the jpeg.

Creating an artboard before placing a jpeg will give you greater control over size, colour spaces, etc.
