Font drop down error on second monitor in Illustrator on Windows 10

If i click on the drop down list for font selection, it works the first time...but the second time i get this
there is no way to scroll through the font list? it should look like this;
I thought it was because my previous PC had an unapproved video card, so i updated to the latest Surface Laptop 2 with a GTX1060 Video card.
I believe this is a bug, does anyone see this?

We are sorry to hear that you are facing issues while scrolling the font list in Illustrator. I would request if you can share a few more details like:
- Version of Illustrator
- When did this start happening? Are there any recent changes made to your system? For example, any antivirus, system updates or web extensions installed recently. Was it working fine earlier?
- Does resetting Illustrator Preferences (https://helpx.adobe.com/in/illustrator/using/setting-preferences.html) help resolve the issue?
Please note that resetting preferences will remove all the custom settings and Illustrator will launch with default settings. You can also take a backup of the folders in case you want to. Location is mentioned in the article.

Illustrator version 23.0.3
It has always been this way, both on my old laptop and my new one which is a surface 2 I was hoping getting a new laptop with an approved video card would fix the issue. It did not
I have reset the preferences and it did not help
EDITED: I am running the latest illustrator on windows 10 on a fresh install on a surface 2. Geforce GTX1060
Laptop res. 3240x2160
Dell monitor res 3440x1440
both the recommend resolutions.

Sorry about the delay in response. What happens when you set the secondary monitor as the primary screen (How to Change the Primary Monitor on Windows 10 - Appuals.com )? Does it show the same behavior?
