Hi! I was wondering if anyone knew a good way to make this sort of wavy offset flag effect, seen in the examples below. It's been driving me crazy, so any help would be greatly appreciated!

okayalright, Hi.
See below image. I random color as I work.
I started with two rectangles and Pathfinders Divide.
Select each, I gave one corner a radius of 24pt.
Add a small rectangle behind.
Live Paint, one color. Expand Live Paint. Pathfinders Unite.
Now you have one shape.
Next, I used Effects>Transform. (or use Blend Steps)
Expand Transform.
Lasso right anchors and align to a vertical line.
Do the same on left anchors.

I think you can safely forget being able to do that with effects.
Just draw it exactly you want it.

The tool that comes close to that is the Warp Tool (Shift+R).
You'll probably have to play with it a bit, but it might get the effect you are looking for.
