How does one recreate the image illustration style in the image below, particularly the style of hair. (In Illustrator or PS)

if you now how to draw i would say adobe draw would be perfect for this.. that is probably made with adobe draw since there is one brush that looks exactly like that... plus i have seen a lot of adobe draw graphics look similar to that.
