Is there a way to get the combined size of the fill and the stroke to a certain width without affecting the thickness of the stroke?

You can tick Use Preview Bound in the general preferences, and untick Scale Strokes and Effects in the Transform panel or elsewhere, and then you can set the desired value of W and/or H in the Transform panel and hold Ctrl/Cmd while you press Enter if you wish to keep the proportions.
Judging by the screenshot, just set the W value to 500 and hold Ctrl/Cmd while you press Enter.
Remember to untick Use Preview Bounds when done. You will know why if you forget it, but then you may hav
