illustrator cc 2019 unresponsive after creating new file

Does anybody know what this panel is called and how one can get rid of it?

Because as it is it seems to result in Illustrator CC 2019 (23.0) on MacOS 10.12.6 becoming unresponsive (menus grayed out) after creating a new File (both with the current and the legacy new file interface) for me.

Whether I close that panel with the close-button top left, with »Skip Tour« or with »Okay« does not seem to make a difference.

When opening existing files the window does not appear.

Restoring the Preferences did not do any good either.

Sorry if I should have overlooked an existing thread on this issue.

Usually those panels shouldn't reappear after you have closed them.

But when you rebuild preferences they will do, because Illustrator then does not know that you have already closed them.

Apparently the latest update fixed the issue.

Seems peculiar that an update had to be released so soon.

I seem to have been mistaken, while the Welcome panel does not appear anymore the application still becomes unresponsive after File > New … with 23.0.1
