Illustrator on High Resolution Monitors

I am using a Microsoft Surface (2736x1824) with a second 4k (3840x2160) monitor.  No matter what I do, I cannot get the bottom of the Adobe Illustrator window to show up on either screen.  I think it must be touching the floor.  I will make a product suggestion that Adobe allow resizing of the program windows from the top border.  Until then, does anybody else have this issue?  And if so, have you found a solution?

Im having the same issue where the panels just shown partly or too large I cant really see what Im looking for. I have reset the reference that help restore the zoom control panel in lower left corner (used to float in the middle of the screen) but this display issue stayed the same.

Im using Window 10 64 bit core i7-8550U with 12GB RAM, NVIDIA 398.36 GeFore mx150
