Illustrator problems, toolbar dissapearing, files opening at wrong size

Greetings. i have not been able to find anything about this problems anywhere, but every time i save my file, my toolbar and navagator panel dissapear behind my artboard. As well, anytime i open a new file, it opens at the wrong size (the graphic is bigger than the artboard, and the tab is larger than the screen, causing the other opened files to minimize or change tab size. I am using a wacom cintiq attached to my laptop, and this seems to be happening on the wacom screen (that is where i have the opened files, as well as the toolbar and navagator panel).
Any suggestions as to why this is happening and what i can do to stop it would be greatly appreciated. Its not a work killing problem, but is annoying to have to minimize my file every time i save, so i can click on the toolbar and navigator panel to bring them back to the top again. thanks.

What exact operating system, wacom software version and Illustrator version????????
With the toolbar and navigator disappearing try window >> application frame, as that has resolved this in the past.
As far as your artboard or possibly artwork changing size, that I have never seen before. Can you check in the transform palette if artwork is changing size or the artboard itself.
Not sure what you mean by tab, as in chapter tabs, or the tabbed windows for filenames? A screenshot would be very helpful in seeing what you are experiencing.
Without more information, would suspect your wacom driver version or setup may be your issue.

Im on the latest version of Illustrator, windows 10, and the newest wacom drivers ( i have a cintiq 13hd). This is a brand new install of everything as i just set up the machine last night. The laptop itself is a very powerful machine that should have zero problems running the program.
Sorry, when i talk tab, i mean the window itself. i turned off open all artwork as tabs, as people had luck with that changing things, but in my case it did not. In the screen shot below you can see what i mean. (the bottom screen is the one on my cintiq) You can see how the window tab is longer than the screen, and the artwork is larger than the artboard itself. The navigator and toolbar on the bottom screen are the ones that fall to the back every time i save a file, and then i have to move the window, and click on them so they are on top again. if i can provide any other information that is helpful, please just let me know. thanks.

What happens if you do a CTRL E to toggle GPU preview. Watch the filename up above and you will know what mode you are in.
If that does not help, uninstall your Cintiq driver, and install one that is one version older.
