Illustrator started crashing. Photoshop does not start.

Hi! My Illustrator CC 2018 stopped working since yesterday. It just crashes every time I start working (importing an image or choosing a tool). I could not find a solution so I started checking my other CC apps and found out that Photoshop crashes as well upon starting. At the same time Premiere Pro seems to be working fine. I cannot say much about Photoshop since I have not used it for a long time, but Illustrator worked fine until yesterday evening.

I have tried the following:

- Cleaning my computer

- Updating all drivers

- Restarting (multiple times)

- Reinstalling Illustrator

- Updating all my CC programs

Nothing has worked so far.

I have Windows 10, 8GB RAM on my laptop. Have never experienced such problems before.

Did you run the Adobe Cleaner tool in between uninstall and reinstall?

Reset the OOBE folder?

No, I did not run the cleaner. I saw a suggestion on the internet to use the Adobe Cleaner but I thought to ask the support first. That's why I am here. -)

What should I do to reset the OOBE folder? Should I delete it?

Nothing helped. Yesterday I once again uninstalled my Illustrator and tried temporarily installing it on another computer. It worked fine, so at least I know the problem is with my laptop. I've just been to my local computer repair service and they suggested to completely reinstall Windows. This is what I will probably do.
