is Illustrator has BLOCKS like AUTOCAD does?

Now is there a way to place a number text tag inside the symbol which in every instance will have the following number after the preveirus symbol? (in autocad it's called "attributes" i think)

I don't think so, maybe a script could do that.

With regards to scripting, it is not possible to do it dynamically as described by the OP (i.e. it is not possible to place a symbol which instantly contains the next number). However, after symbols are placed, they could be expanded and the text could be manipulated, for example to represent the order in which they were placed.
