Is there an option to set single keys and function keys as hotkeys?
I'm used to another vector drawing program in conjunction with Illustrator and that program has some very easy to use hotkeys that are essential for shape alignments, like C for horizontal centering, E for vertical centering, B for bottom of a shape and T for top, etc. On Illustrator I can't set a single keyboard key as a hotkey for the alignment functions without the use of Ctrl or Shift before the key. That's just a no go for me.
And since I use F5 as a command on one of my mouse's side buttons, I would love to use it as a hotkey for the selection tool on Illustrator, but it doesn't let me set function keys as hotkeys.
Look, Adobe developers... If I have to adapt to the program instead of it giving me the options to adapt it to my preferences, then it makes no sense for a user to pay for the program.
And yes, those options are perfectly possible and probably easy to implement.
The big question here is why these options are not yet present after SO MANY versions of Illustrator?

For feature request, post them here where the Illustrator team is watching them:

All those you specified ARE single key hotkeys:
Scissors C
Free Transform E
Paintbrush B
Type T
Just not the ones you want!
Take a look at Keyboard ShortCuts -> Export Text for a full list (and what you can change)

The problem is that I can't change them to any other function. Illustrator doesn't allow that.

The best you can do is in edit >> Keyboard shortcuts.
You can set some single letter hoykeys,,but you can only edit what already exists There are many options if you experiment, but many of the items you ask for fo not exist in keyaord shortcut.
You can make actions, but actions dotn take single keys for shortcut, they need modifier or fkey.
