I'm noticing a jagged effect when using Gaussian Blur effect on some figures. I usually "fake" a shadow with a blured vector but lately I'm noticing that the blur looks jagged.
I've done this for years and never seen it before, so I'm guessing this is a new rendering bug.
CPU and GPU previews look exactly the same, so this is not graphics card related.

Maybe Effect > Raster Effects Settings resolution?

the same i've ever used for years: 72dpi for web, 150dpi for laser/inkjet and 300dpi for lithography.

already reinstalled... and removed preferences. I'm seeing this happen in 3 different computers.
have you tried to reproduce it?
1. create a new document (print, web, any resolution or color mode)
2. zoom at 100%
3. create a gray or dark ellipse (any color, makes no difference)
4. apply gaussian blur (enoug to be noticeable, around 3-6 pixels)
5. use scale tool and change size and proportions, look at how the blured edges react while live resizing, and how they still are visible after you release click.
6. try to export the file, those jagged edges are present....

I tried, but cannot reproduce it with version 27.9
Maybe someone else can help you better.

It gets rough when scaling, but then smooth again immediately (and also that is zoomed in 1000%). Which system and hardware is it?
