Could you please post screenshots? 

What is »send to Photoshop« supposed to describe – copy/paste, place, import, …? 

In case you place the ai/pdf in Photoshop what are the receiving file’s dimensions and resolution and is Photoshop > Preferences > General > Resize Image During Place checked?

Adding to what @c.pfaffenbichler said, set both images to pixels, then compare the sizes.

One thing I do if it "changes size" is:

• PS: Cmd+T > resize proportionally > look at the percentage > cancel > delete from PS
• AI: resize to the same percentage (or resize a copy)
• Put it in PS again

Issue happens even with simple colored square ,I drag w 20x20 ai file in same size and ppi   to photoshop file size changes 18.28x20. Same with pdf files .

Is View > Pixel Aspect Ratio set to »Square«?
