Need help when it comes to bending/warping shapes (UPDATED)

[I'm reposting this problem cause I can't edit posts and I accidentally marked the old one as answered. This fourm is stupid!]

Easily one of my biggest bottlenecks when it comes to character design is hair. One of the more tougher things for me is when it comes to bangs since they tend to have curves that I have a tough time replicating. I know I can do this with the rotate and warp tools, It tends to distort the pathing and requires me to repair it, which only makes it worse.

As such, can you guys offer me techniques to stiff like this? Can you also let me know if there's any way of using the rotate tool that allows me to rotate anchor points without messing up the path?

In case any of you guys are wondering on what I'm trying to achieve, I'm attempting to do a recreation of the following character for a piece of fan art I'm working on (with the parts I'm struggling on circled).

You could also do it possibly a little easier with Puppet Warp and get it pretty much right where you want it pretty easily

While I was trying to make an example of this, I think I got a good shape for what I was trying to do, So maybe I figured it out?

With this shape, I just selected the bottom point and set the rotate point roughly diagonally of the point and managed to rotate it to a good spot. Then I just did some slight tweaking to the anchor points to make it look better

I guess I can use that as well. Though I did relize that I was being kinda stupid as I could have just traced the bangs and such with the pen tool...sigh
