Can anybody help me with this? This is very annoying:
Almost every time I zoom out using keyboard shortcut (ctrl -) the objects that are selected move a notch down (same increment as if I used Down Arrow to nudge).
I remember this being an issue in something like Illustrator 8.0 or 9.0 and I can't believe that this bug still exists today!

I have just tried to replicate the issue and I can't..? I am also on Windows version 2017.0.2
Have you tried resetting your preferences..?

I have tried resetting my preferences as you suggested and the problem persists.
It happens when I'm using the move tool, one or more objects are selected and I use "Ctrl -" shortcut to zoom out but only when I hit and release keys quickly - when I wait a while with "ctrl" still pressed - the object won't move. It's easier to observe this phenomenon when working on heavy files with lots of elements/symbol instances - but I also was able to replicate it in a new file with just a rectangle and a line directly after restarting illustrator.
BTW I'm on Windows 7 64 if it makes any difference...

I am running Windows 10..? not sure that is the issue though.

Just to make sure (or be silly), is it happening with both GPU and CPU?
You may try toggling between GPU and CPU with Ctrl/Cmd+E, or you may try disabling the GPU Performance by clicking the Rocket Icon in the App bar, or on the top of the menu bar, and deselecting the GPU Performance check box; you may also uncheck GPU Performance in your Preferences.

I've checked on both CPU and GPU preview, tried unplugging Wacom tablet and 3dconnexion controller that I thought may interfere somehow but no luck... it still happens...
and this is really infuriating since I use Illustrator for some precise graphic design and everything has to be perfectly aligned - I can't afford mistakes like a part of text or a line offset by even 0,5mm.
