Re-Setting Units in Preferences Only Works for Open Document

Hi,

When i open a new document and change the units preferences for a document on a Mac in Illustrator > Preferences > Units > General > Pixels, whenever I then open or create another document the units has reverted back to millimetres. 

How do I set it up so pixels is always the default measurement Unit?

You can set up custom document profiles in Illustrator. You can make one the default profile for creation a new document and it will retain the units you have in the new document profile. Units are a document spicific setting. Here is a link to another thread which will provide more details.
