resizing issue in Ai

I have an issue with resizing. Right now my I have worked my layers on an artboard that is 45x45cm and I would like all my artwork to scale it up to 54x54cm. When I chose all my layers to scale it, it shows a proportion of 577x577! I have checked for hidden objects but there is nothing out of this artboard of 45x45cm. I have tried to scale it to 54x54 and it makes it very small to 4x4. I'm really very confused. Also there is no option to fit the artwork to artboard only the other way around.

Why do you have commas in your size fields? The "577,9558 cm" unit translates out to 227" inches -the standard maximum art board size. Use decimal points or just whole numbers in centimeters and the artboard will size correctly.
