Scaling Objects

When I hold shift in illustrator and Photoshop my objects don't hold their shape when I want to scale them up or down? has the new Adobe changed this setting when scaling objects?

In October 2018, Photoshop scaling was changed so that the default proportional scaling could be completed without holding Shift. It has not changed in Illustrator. See New and enhanced features | Latest release of Photoshop under Transform proportionally by default for more info and details on how to revert to the previous behavior.

The default behaviour changed in Photoshop last year (proportions are constrained by default; shift releases proportions), but not in Illustrator.
