When I hold shift in illustrator and Photoshop my objects don't hold their shape when I want to scale them up or down? has the new Adobe changed this setting when scaling objects?
In October 2018, Photoshop scaling was changed so that the default proportional scaling could be completed without holding Shift. It has not changed in Illustrator. The default behaviour changed in Photoshop last year (proportions are constrained by default; shift releases proportions), but not in Illustrator.

Is it also happening if you restart the computer, then start up AI and nothing else?
There are applications that may kidnap specific keystrokes.
