It is not really clear what you are trying to do here. Could you please provide specific details as to what is the end result that you're looking for?
They want to select every second line.
I assume for scripters it would be important to know how this looks in the Layers panel and whether this is just one step in a longer process.
Please share this Illustrator file, so one can inspect the entire document.
