Toolbar not displaying on Illustrator beta

There's a glitch with the toolbar, it's not displaying, and the toolbar needs to be reconfigured every time because when you restart Illustrator, the toolbar disappears, and you can't even use the shortcuts.

Windows 11, the last version of the beta 28.0.
Yes, I erased all the settings, but it doesn't change anything. I tried to reinstall also, same thing.
