Can you try if resetting the preferences helps?
Rename the folder as described in here: https://helpx.adobe.com/illustrator/using/setting-preferences.html

Can you post a screenshot that shows an object that is selected with the Selection tool (black arrow)?

What happens if you quit all active applications and then restart your computer?

Hi Kurt,
Thanks for the suggestion!
I've tried that, and it also doesn't work.

Hi there,
Sorry to hear about this. This is really unusual behavior. I'd request resetting the preferences manually following the instructions below and see if they help:
**Please note that resetting preferences will remove all the custom settings and Illustrator will launch with default settings. This way all your old settings will be saved in .old folders and Illustrator will recreate new folders with default settings.
You may also try disabling the GPU Performance under Preferences > performance to see if it helps. Let us know how it goes.
Regards,
Ashutosh

Basically, it is not normal what you are describing and it should not work this way.
Normally, I don't like to recommend to reinstall the entire application, but you may try it and see if it helps. Sorry, I have no other ideas that may solve the issue.
