When the electricity went out and my computer turned off. When I turned it on later and opened the file it had a "Text Import Option" error message. When I click "Ok" it opens a blank document.
Is it possible to recover the file? It is a really important job

Probably the power went off when you were saving the file. It's most likely gone for good.
That's the reason for not only saving regularly, but making backups. Lots of them. Save different versions. Take measures such as using Time Machine (or something similar on a PC). Of course you could wait if the Illustrator team can recover your file (they sometimes can try), but likely they cannot.

I'm sorry to hear about the issue you're facing with your Illustrator file. In some cases, Illustrator can recover files on its own, but this depends on the extent of the issue. Unfortunately, if the power outage interrupted the saving process, it might not be possible to recover the file completely.
The "Text Import Option" usually appears when Illustrator can't find AI private data and relies on PDF-compatible data. In your case, it seems like the file might not have sufficient data to recover.
To avoid such issues in the future, as Monika said, consider saving your work more frequently & creating backups regularly.
Also, you can try saving the file as a Cloud Document, which automatically saves data every 5 minutes by default.
