I have just bought new air ipad and watched a video showing it is possibe to import new brushes - but cannot see the three dots or + sign where they can be added. Any advice appreciated

Thanks for reaching out. We are working on building the capability such that users can share their own brushes as libraries, as well as import other brush libraries. This is a work in progress. I would suggest you to upvote this UserVoice (https://illustrator.uservoice.com/forums/931888-illustrator-ipad-feature-requests/suggestions/416825...) and your comments there. This way, you will keep getting all the updates related to this feature request.
Pressing (+) at this time will allow users to create their own Art and Calligraphic brushes, which will be stored in the current document. For more details, you may check out this help article (https://helpx.adobe.com/illustrator/using/draw-edit-on-ipad.html#:~:text=of%20the%20path.-,Paint%20B...).
Also, there are two containers for brushes in Illustrator on the iPad currently:
1) There is an in-built library of brushes (of Art and Calligraphic brushes) which you can explore and add to the document.
2) The brushes used in a document always stay within that document. This means if you open a document with brushes from the Illustrator desktop version on iPad or vice-versa, that document will bring the brushes along.
