Export As SVG is outlining text regardless of settings

I'm exporting an SVG from Illustrator 2019 (23.0.1) running on Windows 10 and have found some frustrating behavior. I've managed to reproduce this with some simple steps:

  1. Create a new Illustrator file
  2. Place a Text object with the contents (two lines)"LOREM IPSUM:
    DOLOR SIT AMET"
  3. Change the settings to:
    Font: Arial Black
    Font Size: 36pt
    Paragraph: Centered
  4. Export as SVG (Font: SVG)

The resulting SVG outlines the text instead of including it as text. Exporting as a PDF or EMF keeps the text intact.

This is a huge issue for us, since we are exporting SVGs in order to edit them further in a different application.

I don't have 2019 installed anymore to test on my end, but it's working fine in 2021 version 25.4.1. Is it possible for you to update?
