Illustrator Image Saving Blurry

Hi! I am new to logo design. I have created a logo for a client, I created it at a 400 px x 100 px size - not knowing that they need it in 140 x 40 for their website. Now, it saving super blurry and I am not sure how to fix it - or if I can fix it?

 

I saw a few different articles on here, I have tried all of the different resolution settings in the "document raster effect" tab, I am exporting as a "save for web" and have tried both "art optimized" and "type optimized". Nothin seems to be working. Any advice?

Don't expect to be able to read anything in that small size.

There just aren't enough pixels

Hi as size is very low what you do it still remain same as the client what is limit for size given size is minimum size i think....regards
