Object is not being arranged to front

Both my circle and rectangle are on Layer 2, but the circle is still behind the rectangle when I bring it to front. the rectangle is still on top when I create new layers to put the circle on top and still nothing.

Can you select the circle and show the contents of the layers in the panel?

Can you select this layer by clicking on the circle and check the Appearance panel for Opacity effects?
