Rotation arrows

This is a basic question as I am just starting Adobe Illusrator, but why can't I see my rotation arrows when I try to rotate a shape?

Are you looking for the bounding box?

Try View > Show bounding box.

If the bounding box is showing, you will see the rotation arrows only when certain tools are selected. The black Selection tool will always show the rotation arrows. You will not see them when using the Rotation tool.
