Unable to activate fonts in Illustrator on macOS Big Sur

When I click the button of "activate", its icon will remain in this state.

NO dialog box will pop up. After a while, it will return to this state.

The fonts won't be activated. I don't know what's wrong, hope to get your help, thank you.
