Using the Copy Settings Subset option of modifed doesn't recognise the cropping if the image angle or aspect ratio haven't been modified.

Images that have been cropped but keep their original aspect and angle aren't recognised as cropped when trying to copy the modified subset settings.
It's east to test:
In Develop select any image and perform a simple crop
Now choose Settings > Copy Settings (ctrl-shift-c)
Select the modified subset at the bottom of the window
Note crop doesn't get selected

I believe it's been happening since the feature was introduced, probably because there's never been an option to copy the crop region!

In your screenshot, the crop tool is selected but the crop is not yet applied. Could that be the explanation?

Crop get applied as soon as you release the mouse and the history shows it has been cropped previously.
