I recently tried the Blurb book publishing option in Lightroom Classic. I normally use Mpix but decided to give the built-in option a try. I had several questions about using the book designer (e.g., The selection process for the cover photos requires moving the picture from the album. How can you keep the picture in the album as well as use it on the cover?).
The Blurb chat option is a machine-driven response system that sends a list of links to help documents. None of the ones I received were remotely relevant. Further email requests generate automated responses. There do not appear to be any help-desk options. Blurb provides user guides for its native interfaces, but none for Lightroom. I've returned to Mpix, which has great support and an excellent designer interface.

If you use Auto-layout, then you will see that one photo has been (automatically) placed in both cover page and album page.
I don't ever see a problem with this. I can drag any photo from the filmstrip to the covers if I want change.
The Filmstrip will also show you how many times an image appears in the book. This could indicate 'Cover+Album' or 'on several pages' in album only.
If you are "moving the picture from the album" then this is really a 'Swap' procedure- the Album photo will 'move' to the Cover and the current Cover photo will move to the Album page. ie. Swapping the photos. Cover<>Album Page.
These are the little 'quirks' of the Book module that take time to understand, but persevere. It becomes easier with practice. You wont get it right first time.
