When I reject photos I want to delete them from the hard drive. I understand that Command + Delete (on a Mac) gives me the option to REMOVE or DELETE FROM HARD DISK.
I have done that hundreds of times.
But a few days ago, I lost that window. Now when I use Comm + Del I am only given the option to REMOVE. I think this is just something in settings I may have accidentally messed up. Can someone help here?

The first thing to check: Have the photos been moved from their original location? Look at one of the thumbnails in Library grid view. If there's an exclamation point in the upper-right corner, the photo has been moved or deleted from its original location outside of LR. Alternatively, do the command Library > Find All Missing Photos.
When a photo is marked missing, the only thing LR lets you do is remove it from the catalog.

If you are working on Photos within a Collection then the Ctrl/Cmd + Backspace action changes to "remove from the collection"

As you think the photos has been deleted from your phone , this meants that the photo must to permanently disappeared from phone ?that is not true , the deleted photos has not been completely deleted from phone ,
that is why the delete pictures can be recovered back on phone again
